City Approves 1 & 6 Year Street Improvement Plan

After a hearing to allow public input, the Fairbury City Council approved the One-and-Six-Year Street Improvement Plan at a meeting on Tuesday, December 7. No members of the public spoke, either for or against the plan.In 1970, the State of Nebraska initiated a program developed to provide an integrated system of public roads for the state, counties, and municipalities. The Nebraska Department of Transportation (NDOT) and each county and municipality develops a long-range Six-Year plan of highway, road, and street improvements. 2019 statute requirements now require these plans be kept on file locally and do not require detailed reports to be filed with the state.This Six-Year plan is required by law to be extended annually and kept on file locally. Along with the Six-Year plan, a One-Year plan shall be annually prepared for specific highway, road, and street improvements for the current year. These plans must first be approved and adopted by the Governing Body after a public hearing.The 2022-2027 One-and-Six-Year Plan has six prioritized street projects in 2022; 24th Street (from Industrial Drive to L Street), L Street (from 20th Street to 24th Street), Fredrick Street (from the city limits, 148 feet south of 3rd Street to 4th Street), 20th Street (from L Street to the west approximately 207 feet), A Street (from 11th Street to 14th Street) and I Street (from 17th Street to 475 feet south of 17th Street).Fairbury City Administrator Robert Messbarger said, “This is an annual requirement from the State of Nebraska. It's the same as it was last year. I Street is only one that is slated to be funded for sure. This coming in 2022.”Messbarger added, “I know A Street's been a topic of discussion. It is on the One-Year plan. It's just a matter of finding funding, which I'm working on for you, Mayor. But everything else is looking to say the same right now.”The One-Year Street Improvement Plan for 2022 consists of six projects and general maintenance. The total cost estimate of the One-Year Street Improvement Plan would be $3,235,853.77.The remaining 13 projects on the Six-Year Street Improvement Plan for 2022 —2027 are estimated to cost $9,310,052.18.The total estimated cost for all the projects is $12,545,905.95.The proposed plan was discussed at the November 8th Planning and Zoning meeting and it was the consensus of the Planning Commission that the proposed projects are necessary for the development of the City of Fairbury's street system and that such projects are in the public's interest. For those reasons, the Planning Commission approved a motion, by a vote of 6 to 0, to recommend that the City Council approve the One-and-Six-Year Street Improvement Plan for 2022 - 2027.
