Fairbury Approves One-and-Six-Year Street Improvement Plan

The Fairbury City Council approved the One-and-Six-Year Street Improvement Plan at a meeting Tuesday evening, January 20, 2026.In 1970, the State of Nebraska initiated a program developed to provide an integrated system of public roads for the state, counties, and municipalities. The Department of Transportation and each county and municipality develop a long-range Six-Year plan of highway, road and street improvements. 2019 statute requirements now require that these plans be kept on file locally and do not require detailed reports to be filed with the state. The Six-Year plan is required by law to be extended annually and kept on file locally.Along with the Six Year plan, a One Year plan shall be annually prepared for specific highway, road and street improvements for the current year.These plans must first be approved and adopted by the Governing Body after a public hearing. The 2026-2031 One-and Six-Year Street Improvement Plan includes the following:The One Year Street Improvement Plan for 2026 consists of thirteen projects and general maintenance. The total estimate for the projects is $5,250,888.41.General maintenance as recommended in the 2016 Pavement Management System includes Armor Coat and Pavement Crack Sealing. Both procedures should be on an 8-year cycle that includes roughly 7,000 ft. of Armor Coat and 20 blocks of Pavement Crack Sealing. The total yearly estimate for Armor Coat is $60,000. The total yearly estimate for Pavement Crack Sealing is $60,000. The Six Year Street Improvement Plan for 2026-2031 consists of the One Year projects, general maintenance and an additional ten projects. The total estimate for the additional projects is $6,536,098.58.The estimated cost for all the projects is $11,906,987.00.At the meeting, Development Services Director Laura Bedlan noted that one street, 20th Street, from L to K Streets, had been moved from the Six Year plan to the One Year plan, “The reason behind that is because we did receive a CDBG (Community Development Block Grant) Public Works grant in the amount of $440,000 for this project, to assist with this project.”
