Fairbury Housing Authority’s HVAC Project One Step Closer To Completion

A vote by the Fairbury City Council will allow the Fairbury Housing Authority’s HVAC (heating, ventilation, and air conditioning) project to more forward.The Housing Authority operates Parkview Apartments, a 60-unit income based housing complex located near Fairbury City Park. At a meeting on Tuesday, July 18, 2023, the council authorized Mayor Spencer Brown to sign Memorandums of Understanding (MOU) between the city, the Housing Authority and SENDD (Southeast Nebraska Development District) to complete an environmental review, which must be done before the project can be completed. Twilya L’Ecuyer, Housing Authority Executive Director, explained the need for the review, “We are two-thirds completed with our HVAC project that gives all of our units air conditioning, which is badly needed.”The top three floors have it. It fell under a previous environmental review.“Recently, I started talking with HUD (United States Department of Housing and Urban Development) about the project, and they asked what we were spending and he said our previous environmental review had expired,” L’Ecuyer said. “And we needed to update it in order to finish the rest of the project because the dollar amount exceeded the $200,000 threshold that they have cited. And so, this memorandum of understanding is basically the city giving the authority and permission to enter into business with SENDD to complete the environmental review.“ There will be no cost to the city.“The authority will pay for it. So it’s not a cost to the city in any way. But it will allow us to finish that project which needs to end. We’ve been at that one for five years we need to see an end to that particular project.”
