Fairbury’s Housing Authority’s Executive Director Leaves After 11 Years

By Gordon HopkinsAfter 11 years of service, Twilya L’Ecuyer, Executive Director of Fairbury’s Housing Authority will be leaving that role to pursue other opportunities. Her last day will be January 28, 2024.L’Ecuyer has been an advocate for un-met Jefferson County housing needs and for an increase in job training and apprenticeship programs. In her capacity as the Housing Authority, she has secured funding to modernize core building systems including electrical, plumbing, HVAC (Heating, Ventilation, and Air Conditioning), elevator, fire and security and ADA (Americans with Disabilities Act) accessibility at Parkview Apartments. In 2015 she secured $400,000 in competitive federal grant funds through the Department of Housing and Urban Development’s Emergency Funds to modernize the building elevator and boiler system. In 2017 she secured $750,000 through the Federal Home Loan Bank Modernization Grant to update the building’s HVAC system, add the property’s first three-bedroom unit, the property’s first fully ADA two-bedroom unit and expanded off-street parking. Other grant funds have updated entry doors, the roof and awnings, improved exterior and interior security lighting, upgraded building general and fire security systems. These efforts have eliminated high vacancy rates and operating losses. L’Ecuyer spoke to FJN last week, “I’ve grown so much the last 11 years. An awful lot of that was, you know, just trying to do the right thing for people who call that building home. And so. I’m proud of the work that we’ve been able to get done.”L’Ecuyer will be joining Southeast Community College (SCC) as the Apprenticeship Program Director in the Office of Work-Based Learning. In that capacity she will lead the development and implementation of apprenticeship programs at SCC.The city has begun advertising for a new executive director. L’Ecuyer said, “The authority is always going to be very special to me, especially so many of the people I currently serve or have served in the past, and I’m hopeful that somebody who can embrace a very unique but well worth it work environment, I’ will step up and take over. I’m wanting a successful transition.”“It’s time for somebody else to take it and run with it,” said L’Ecuyer.
