Legislature Considers Bill to Fund Demolitions

While the solution for many is demolition, there still always the question about how to pay for it.One bill under consideration by the legislature may help alleviate the problem somewhat.Senator Myron Dorn, District 30, has introduced LB (Legislative Bill) 45. According to the bill's statement of intent, “LB 45 establishes the Revitalize Rural Nebraska Grant Program to be administered by the Department of Environment and Energy. A city of the second class (800-5,000 population), and a village (100-800 population) may apply for grants for the demolition of commercial property. If funding is still available, a city of the first class (5,000 and 100,000 population) may apply. Cities and villages must have matching funds whether in-kind or cash donations. The grants will be used to demolish dilapidated commercial buildings.”The bill would require the legislature to appropriate $10 million each year beginning in fiscal year 2023-24 through 2027-2028.As currently written, the bill requires a match, either in funds or in kind.One example of the problem this is intended to address can be seen in Wymore. Currently, the Wymore City Council is looking at tearing down the old Gambles building. At a meeting to discuss the matter earlier this year, Wymore City Councilperson Max Allen said, “Here's my problem, right? You sell these buildings for a dollar, sometimes. People buy them, and then they don't take care of them. Something happens and then it's back on the city, then we've been mopping up the mess. This is crazy. I mean, if I bought that building and this happened, I wouldn't be able to walk away from it. I wouldn't be allowed to walk away from it.”The bill was discussed at a hearing on Tuesday, February 21, before the Urban Affairs Committee.
