More Details on Proposed Super Board

By Gordon Hopkins Jefferson County Commissioners are supportive of starting what is being called a super board, a meeting of multiple governing bodies, including commissioners, Fairbury City Council and the Fairbury Public School Board. The board would likely meet quarterly and would not vote on action but, instead, would be primarily about sharing information between the three entities. The suggestion was first put forth by new FPS Superintendent Dr. Devin Embray. He spoke via telephone with commissioners at a meeting on Tuesday, September 24. Dr. Embray said, “For me, I'm focusing efforts on how to grow partnerships with the city and the county as it pertains to Fairbury Schools.” As proposed, these meetings would not include a quorum for any of the governing bodies and would not be open to the public. Commissioner Mark Schoenrock said, “So, you propose a meeting format that remains below quorum for each governing body, ensuring compliance with Nebraska's open meeting laws while allowing for candid and productive discussions without the need for public attendance.”“A typical rotation for each meeting could include one county commissioner and the county treasurer (representing the county); four City Council persons and the mayor (representing the city); and three school board members and the superintendent (representing the school), said Schoenrock, reading Embray's proposal. “Following each meeting, those in attendance could provide a summary at their respective public meetings.” This is not the first time Dr. Embray has participated in a “super board.” He told commissioners at a prior meeting, “When I was in Glenwood in Mills County in Iowa, we started doing super board meetings about 15 years ago. We were the only county in the state that did it, and at the time, other counties started picking up on it and doing it. It's a no action meeting. It's just, whoever can attend a quarterly meeting to sit down and talk about things, have an agenda of just discussion items and just really help others plan for the future.”
