County To Apply For Grant To Complete PWF

By Gordon HopkinsJefferson County is searching for funding opportunities to pay for the completion of the last few miles of the PWF Road. One grant the county will be applying for is called the Rural Surface Transportation grant.Jefferson County Commissioners spoke with representatives of High Street Consulting Group to discus possible sources of funding. The CEO of High Street Consulting is Kyle Schneweis, who was formerly the director of the Nebraska Department of Transportation (NDOT).At a meeting of County Commissioners on Tuesday, April 5, Commissioner Chairman Mark Schoenrock said, “We preliminarily reviewed the criteria of the Rural Surface Transportation grant and in our discussions last week, it appears that our PWF Road would be a competitive project for that grant.”Schoenrock said he had a high level of confidence, noting, “Basically, we have a shovel-ready project here. Ready to go.”Schoenrock added, “Eight years it was all ready to do the whole road but there was only sufficient funding to do part of the road.” Earlier this year, commissioners considered another grant, Rebuilding American Infrastructure with Sustainability and Equity (RAISE) grant. However, after discussions in March with Jeff Carroll, a partner with High Street, it was decided the Rural Surface Transportation grant was a better fit and more likely to succeed. Carroll explained, “This is in a rural area, so you’re competing against rural projects across the country. So you’re going to have many, many areas that are just like this, that don’t really meet these criteria all that well.” While there are a number of grants available, there is a cost associated with applying for those grants. Retaining High Street Consulting to write the grant would cost $80,000.Therefore, the commissioners only wish to apply for those grants with a high probability of success. Commissioner Schoenrock has pointed out that the project is expected to cost $10 million.
