Salvage Company Owner Gave City False Name

By Gordon HopkinsThe City of Fairbury is currently suing a company called Industrial Engineering Solutions (IES) for breach of contract. One of the defendants named in the lawsuit is the purported owner, James Daniels.In 2021, Arizona Public Solutions (APS), an energy company, sued IES for breach of contract. One of the defendants named in the lawsuit is Nicholas Siganoff.FJN has learned that James Daniels and Nicholas Siganoff are, in fact, the same person. The ContractIn 2022, the City of Fairbury contracted with IES to sell generators, turbines, and other machines from the power plant for a total of $120,000. Thus far, only a $12,000 down payment has bee received. In addition, the IES agreed in the contract to drain and demolish the adjoining oil storage tank. That job was left incomplete and the city had to hire another company to finish the job.James Daniels was listed in the contract as the owner of IES.The city filed a lawsuit against IES and James Daniels on September 29, 2023.IES hired a number of locals to help move the massive machines out of the power plant building and to demolish the oil tank. Although he was using the name James Daniels, some of those locals noticed the name Nicholas Siganoff on his cell phone. The locals also provided FJN with a photograph of James Daniels. Fairbury Mayor Spencer Brown met Daniels when he came to the city. The mayor confirmed the photograph is of Daniels.Mayor Brown has not pursued criminal charges against IES, viewing the breach of contract as a civil matter. Another LawsuitIn 2021, APS, an electric utility serving central Arizona, filed a lawsuit against IES, along with Nicholas Siganoff and an unnamed third party, Jane Doe Siganoff. On January 19, 2022, APS was awarded a judgment for $109.480.68.FJN spoke to APS attorney David Gaona, who confirmed circumstances of their lawsuit were similar to that of Fairbury.“He represented himself as Siganoff, Nicholas Siganoff. And he signed an agreement with APS as it relates to purchasing old equipment that we salvaged. Salvage stuff that we were trying to get rid of,” said Gaona. “And didn't pay the full amount they were supposed to pay APS.”FJN provided the photograph of James Daniels to Gaona, who in turn showed it to staff at APS. Gaona confirmed that the photograph was of the man they knew as Nicholas Siganoff.When asked if APS ever pursued any criminal charges, Gaona said no, “I'm not sure there was anything criminal. He signed a contract, didn't pay what was due under the contract.” Another AliasDaniels/Siganoff was not the only man associated with IES that used an alias. As previously reported by FJN, a man calling himself Jimmy Daniels came to Fairbury and met with the mayor.He represented himself as general manager for IES and also used the name Jimmy James. It was under his real name, Jimmy Mitlo, that he was sentenced to two years in federal prison for tax evasion in 2011.In 2010, Mitlo was sued by Vi-Cal Metals Inc. for breach of contract.
